ਮੁਸਲਿਮ ਸ਼ਾਸਨ ਦੌਰਾਨ ਕਿਸੇ ਪਿੰਡ ਦਾ ਕਰ ਇਕੱਠਾ ਕਰਨ ਦੀ   ਜ਼ਿਮੇਵਾਰੀ   ਪਿੰਡ ਦੇ ਮੁਖਿਆ, ਚੌਧਰੀ,ਮੁਕੱਦਮ ਜਾਂ ਖ਼ੂਤ  ਨੂੰ  ਦਿੱਤੀ  ਜਾਂਦੀ ਸੀ । ਉਗਰਾਹੀ  ਦੌਰਾਨ ਕਈ ਕਿਸਮ ਦੇ ਛੋਟੇ ਵੱਡੇ ਖ਼ਰਚ ਵੀ ਹੁੰਦੇ ਸਨ ਜਿੰਨਾਂ ਨੂੰ ਰਾਜ ਦੀ ਮਾਲਗੁਜ਼ਾਰੀ ਦੇ ਨਾਮ  ਪਾ ਦਿੱਤਾ ਜਾਂਦਾ ਸੀ ਇਸਨੂੰ ਹੀ ਦੇਹ ਖ਼ਰਾਜ ਕਿਹਾ ਜਾਂਦਾ ਸੀ। ਇਸ ਖ਼ਰਚ ਨੂੰ ਚੌਧਰੀ,ਮੁਕੱਦਮ  ਜਾਂ ਖ਼ੂਤ ਆਪਣੀ ਜੇਬ ਵਿੱਚੋਂ ਨਹੀਂ ਭਰਦੇ ਸਨ ਉਹ ਤਾਂ ਉਲਟਾ ਕਰ ਇਕੱਠਾ ਕਰਨ ਦੇ ਬਦਲੇ ਆਪਣਾ ਬਣਦਾ ਕਮੀਸ਼ਨ ਸਰਕਾਰ ਤੋਂ ਲੈਂਦੇ ਸਨ ਜਿਸਨੂੰ ਅਕਸਰ ਹੱਕ-ਏ-ਖ਼ੂਤੀ ਜਾਂ ਹੱਕ -ਏ-ਮੁਕੱਦਮੀ ਕਿਹਾ ਜਾਂਦਾ ਸੀ।

During the Muslim rule, the responsibility of collecting the tax of a village was given to the village head, choudhary, mukadam or khut. There were various small and big expenses during the collection which were given in the name of revenue of the state . This was called Deh Kharaj . In return they would take their due commission from the government which was often called Haq-e-Khuti or Haq-e-Mukadami.
